Members of the Parliament of Albania, Mr. Eduard Shalsi, Ms. Jorida Tabaku, Mr. Edmond Haxhinasto, and Mr. Erald Kapri, together with representatives of civil society, the business community, and field experts, participated in the consultative meeting where the key findings of the Corruption-Proofing of Legislation (CPL) Opinion for the draft law “On the Prevention of Conflict of Interest in the Exercise of Public Functions” were presented. This Opinion was prepared by the Albanian Center for Economic Research (ACER) and the Albanian Institute of Science (AIS), with the support of the Westminster Foundation for Democracy (WFD) and funding from the FCDO and the British Embassy in Tirana.

The MPs welcomed the recommendations presented in the Opinion and emphasized the importance of strengthening standards of integrity and transparency in this sensitive area. They also underlined that the short deadlines in the legislative drafting process often affect the quality of analysis and consultation, and therefore appreciated the contribution of civil society to this process.

Key Conclusions from the ACER/AIS Expertise on the Draft Law

Expert Blerte Kraja, in cooperation with ACER/AIS, presented several important conclusions:

  • The accompanying explanatory report of the draft law needs to be completed, clearly addressing the analytical aspects outlined in the study and better reflecting the purpose, rationale, and expected impact of the initiative.

  • The text of the draft law requires revision, with the aim of simplifying the language and avoiding unnecessary formulations.

  • The revised explanatory report and draft law should undergo broad public consultation to ensure transparency and inclusiveness.

  • As a non-governmental draft law, it must be submitted to the Council of Ministers for opinion, in order to assess potential budgetary impacts and administrative implications.

The MPs invited civil society organizations and experts to share these recommendations with all Members of Parliament, with the aim of enabling a deeper consideration of the CPL Opinion findings and contributing to the improvement of the draft law through an inclusive and transparent process.
