Albanian Center for Economic Research (ACER) and the Albanian Institute of Science (AIS) presented the Preventive Corruption Assessment Opinion on the draft law “On Certain Amendments and Additions to Law No. 58/2022 ‘On the Establishment, Organization and Functioning of Technology and Science Parks’”, based on the methodology adopted by the Assembly of Albania.
Members of Parliament Gjin Gjoni and Enno Bozdo participated in the discussion, alongside representatives of civil society, independent experts, and other stakeholders, contributing to an open and constructive debate on the potential corruption risks arising from the proposed amendments.
Key Findings
The main findings of the Opinion highlight the need to:

Strengthen transparency and ensure meaningful public consultation in the legislative process;

Prevent non-transparent agreements between park users and public entities;

Proportionally review fiscal incentives and assess their real financial impact on the state budget;

Reinforce oversight, auditing mechanisms, and the publication of agreements to prevent potential misuse.
Following the discussion of the findings and recommendations, it was emphasized that the draft law requires further improvements to safeguard the public interest, institutional integrity, and compliance with standards of transparency and accountability.
The Preventive Corruption Assessment Opinion will be submitted to all 140 Members of Parliament of the Assembly of Albania in order to support an informed, responsible, and inclusive legislative process.
