Corruption Proofing of the Draft Law “On the Review of Foreign Direct Investments in the Republic of Albania”

On December 10, 2024, Albania Center for Economic Research (ACER), in partnership with Westminster for Democracy Foundation (WFD) in Albania organized the Workshop “Screeing Mechanism Regarding National Security for Foreign Direct Investments” focus on discussion surrounding the draft law ” On the Review of Foreign Direct Investments in the Republic of Albania”. The workshop served as a platform for exchanging insights, sharing best practices, and formulating recommendations to strengthen key democratic pillars such as inclusiveness, accountability, and transparency—cornerstones of Albania’s democratic advancement.

Key stakeholders from civil society, public institutions, and international organizations participated in discussions that examined the intersection of foreign direct investments and national security. Drawing on the experiences and recommendations of the OECD, the event also highlighted findings from the preliminary corruption assessment of the draft law.

Opening Remarks:
Zef Preçi, Executive Director of ACER,  underlined that human capital is vital for development, but Albania has lost its way in this regard. The importance of human resources should be a priority, in addition to natural ones.

Informed that the consultation process has begun through individual contacts with chambers of commerce, and their comments have been incorporated into the draft.
Explained that the draft law was placed on the calendar on October 2, but the public consultation was not conducted on time.

 

The discussions concluded on the necessity of broad public consultation and improvement of the legal framework to ensure that the draft law is comprehensive and effective. The representatives agreed that the main priorities should be to build institutional capacities and ensure a balance between national security and Albania’s economic attractiveness for investors.
