The Impact Evaluation Report on Beneficiaries (VNDP) of the Social Services Delivery Project (SSD), conducted by the Albanian Center for Economic Research (ACER), assessed the performance of institutions in the design, monitoring, and implementation of the project and its direct impact on beneficiaries in the pilot regions of Tirana, Durrës, Vlorë, and Shkodër. The evaluation focused on building institutional capacities for central and local governments, service providers, and NGOs, alongside improving the living conditions of at-risk groups, including the elderly, abandoned children, persons with disabilities, youth, and women. A key concern was whether these service providers are adequately equipped to address the social needs of vulnerable groups, a priority tied to decentralization, community inclusion, and deinstitutionalization. The findings highlighted the need for enhanced institutional capacities to foster independence, expand choices, and improve the quality of life for beneficiaries, aligning efforts with the overarching goal of better serving those in need.
