This report is the first monitoring assessment of the implementation of the Inter-Sectoral Strategy for Social Inclusion (2007–2013), aimed at addressing poverty reduction and social inclusion in Albania. As part of the National Strategy for Development and Integration, the strategy focuses on empowering vulnerable groups—such as children, Roma, women, the disabled, and the elderly—to generate income and access equal rights. It highlights progress achieved through economic growth while emphasizing the persistent risks of exclusion not solely tied to poverty but also to societal barriers. The report evaluates measurable indicators, inter-sectoral monitoring data, and NGO studies, and it identifies areas requiring policy adjustments and enhanced governmental coordination. It underscores the need for equality and equity in policy-making to promote inclusive social and economic development, particularly for children, who remain at high risk of social exclusion despite improved awareness of human rights over the past decade.
