The purpose of this project is to increase the capacities and economic opportunitites for youth in cross border region, to contribute in higher chances for youth to be competitivie in the local and regional labour market. The intervention is financed by the European Union, through the Cross-Border Cooperation Program IPA II Montenegro – Albania (2014-2020) and managed by the Ministry of Finance and Social Welfare (CFCU) of Montenegro.
First chapter: reflects the methodological approach followed for the realization of the final evaluation of the project using the 6 (six) revised OECD criteria. This chapter describes the scope and purpose of the assessment, the objectives and the method of data collection in function to the evaluation report.
Second chapter: includes the main findings of the project evaluation (according to the OECD evaluation criteria) on the criterion of: Coherence, Relevance, Effectiveness, Efficency, Impact and Sustainability.
Third chapter summarizes the conclusions and lessons learned from the evaluation of the intervention which we think can be taken into consideration in the future of the engagement of young people in the labor market as well as a number of possible recommendations if such a program is replicated in the future.
