
An intensive training session, led by Mr. Preci (ACER) and Ms. Brahaj (AIS), gathered representatives from civil society organizations to discuss key topics related to the legislative process in Albania and the importance of implementing the ‘Corruption Proofing Legislation’ (CPL) methodology. The training aimed to equip participants with the necessary skills and knowledge to independently carry out the CPL process, thereby reducing reliance on external expertise in the future.
The first session examined the legal aspects and challenges related to the implementation of the existing legal framework, emphasizing the opportunities and vulnerabilities that may facilitate corruption within various legislative processes. The second session focused on the economic dimension of corruption, presenting ACER’s methodologies for analyzing and assessing this phenomenon in the Albanian context.
During the third session, participants were introduced to the role of the Westminster Foundation for Democracy (WFD) and the training’s objective to implement CPL techniques throughout the law-making process. The discussion covered the steps and strategies for drafting an effective CPL, legal challenges that may arise during this process, as well as success stories where CPL has previously been applied to various draft laws.
The training was conducted in an interactive format, fully integrating discussions and the exchange of experiences among participants. This approach enabled attendees to gain in-depth practical knowledge of the methods and tools necessary to implement CPL within Albanian legislation.
To strengthen collaboration and further improve anti-corruption legislation, the next steps for future training sessions were discussed, focusing on three key draft laws. This focus is expected to advance transparency efforts and the fight against corruption in Albania.
