
An important step toward more transparent laws was taken through a dedicated training for civil society representatives on Corruption Proofing of Legislation. This training was based on the methodology already applied in the Parliament of Albania and was supported by the experience and practical assistance of the Westminster Foundation for Democracy , enabling the acquisition of knowledge on preventing corruption from the early stages of lawmaking.
The Albanian Centre for Economic Research, in cooperation with AIS / Open Data Albania, led the activity, allowing experts from eight organizations to become familiar with the legislative process and to practice the preventive assessment of draft laws.
The Westminster Foundation for Democracy has previously contributed to the implementation of this methodology in Albania, including the assessment of several draft laws. Today, it has become part of the formal procedures for legislative review in Parliament.
The initiative will continue to strengthen the capacities of civil society through:

Trainings on the Corruption Proofing of Legislation (CPL) methodology;

Technical support and mentoring for the drafting of three legal opinions;

Analysis of new draft laws to be reviewed and adopted during this parliamentary session.
The opinions drafted by experts will be presented before Members of Parliament, parliamentary committees, and other stakeholders involved in the legislative process.
The participating organizations represent diverse areas of expertise and activism: rule of law, human rights, civic engagement, as well as media specialized in quality journalism and fact-checking.
The CPL methodology aims to identify, from the earliest stages of lawmaking, any element that could open the way for corruption during the implementation or interpretation of laws. This systematic tool can be used by Parliament, anti-corruption institutions, and civil society.
The application of CPL helps to strengthen transparency, accountability, and improve the quality of the legislation adopted.
