
This evaluation report assesses the “Returnees Reintegrate and Reinvest Within Country” project, aimed at improving the living conditions of returnees in Albania, with a focus on vulnerable populations. Supported by GiZ and implemented by WVA, SHKEJ, and FSoLDA across 13 municipalities, the project sought to enhance socio-economic reintegration, particularly through business support and psycho-social activities.
Conducted by the Albanian Center for Economic Research (ACER) in 2020, the evaluation used a mixed methodology combining quantitative and qualitative approaches. Key findings are organized according to OECD evaluation criteria. Lessons learned highlight the need for detailed implementation plans, enhanced monitoring, and improved coordination with local government. Recommendations include better community needs assessments, refined reporting systems, and well-developed exit strategies.
Overall, the project received a grade of 4 (Sufficient Quality) based on OECD evaluation criteria.
