Economic growth must be also accompanied by the reduction of inequality in its distribution. High inequality in initial incomes slows poverty reduction, extends its cycles and increases social burden on the most excluded groups. In full compliance with government commitments to promote growth and sustainable development, through appropriate public policies, it is important to identify and highlight the critical issues faced by vulnerable groups, especially children, and between them, all of the children living in extreme conditions of social exclusion or at risk of exclusion. Only through this way, poverty reduction and exclusion policies could be converted into policies that promote social inclusion, ensuring that children will be active citizens of tomorrow, contributing to the development and simultaneously beneficiaries of the society’s welfare. Thus, the study “Social welfare for children in Albania, public expenditure review”, seeks to argue how investing in children through appropriate and effective public expenditures policies is not only a “more human” policy, but even more reasonable politically, economically and socially.
