This paper is a joint effort of the working group of the Albanian Center for Economic Research. It was prepared based on a thorough understanding of the region, the expertise of the working group specialists, as well as the views and opinions of many of the best specialists in the Tirana region. The researchers relied on numerous materials and publications from various central and local institutions, as well as foreign literature and experience.
