Metodologjia e planit strategjik

This document presents a comprehensive methodology aimed at enhancing strategic development planning in Kosovo’s municipalities. Developed through the collaboration between the Kosovo Foundation for an Open Society and the Ministry of Local Government Administration, the methodology serves as a unified framework for municipalities to design and implement short- and medium-term strategic development plans. The methodology is based on extensive consultation and analysis of existing planning practices up to 2007, engaging municipalities to identify strengths and areas for improvement. It incorporates lessons learned from regional best practices, including a study visit to a selected country. Ultimately, this document provides a structured, standardized approach to local governance planning, fostering improved coordination between municipalities and the Ministry, and supporting multi-sectoral development across Kosovo.
