This manual, prepared by the Albanian Center for Economic Research, is divided into six chapters that cover the most notable issues related to environmental laws, decisions, and regulations. It addresses the decentralization reform and the relevant legal framework, analyzes local institutions for environmental protection, and highlights the need for environmental education among local government bodies. The manual includes a case study on environmental decentralization in Japan, as well as two examples of the implementation of Local Agenda 21 in the United Kingdom and Israel. It also tackles the management of environmental issues at the local level, including platforms for improving air and water quality, and provides details on drafting local action plans for environmental protection.
