A study visit to Serbia is being organized as part of the regional project Implementing Good Governance Principles in PPP Projects (GO PPP), with representatives from Serbia, Montenegro, Albania, and North Macedonia participating. The goal of the project, supported by Norway and SMART Balkans, is to strengthen public-private cooperation in infrastructure development and public service delivery across the Western Balkans. During the visit, participants had the opportunity to learn from Serbia’s experience in managing PPPs, with a focus on legal frameworks, governance, and best practices for project implementation. This exchange was particularly important for the participating countries, as they face similar challenges in managing complex PPP projects and can benefit from shared expertise.

The participants from Albania are Zef Preci, Executive Director of ACER, Mrs. Olta Caca, from the State Ministry for Local Government, Mrs. Eriklida Shpori, from ALSAI, together with Mrs. Ina Zeqaj from the Ministry of Finance. The purpose of the visit is for the Albanian team to gain a deeper understanding of the participants’ institutional and legal framework for PPPs, while also exchanging knowledge from Albania’s own practices. Albanian representatives are particularly interested in the Western Balkan countries’ strategies for ensuring transparency, accountability and public participation in PPPs, all of which are essential to the objectives of the GO PPP project.

This exchange of knowledge provides a valuable comparative analysis, helping all participants identify areas of improvement in their respective countries. Networking among public authorities, civil society organizations, and private sector representatives from the four countries also fosters regional cooperation and strengthens relationships for future collaboration. The lessons gained from the visit will have a lasting impact on Albania’s ability to manage PPP projects more effectively, ultimately leading to greater public sector efficiency and improved infrastructure and services for the citizens of the region.
