The Corruption Monitoring System (CMS) 2025 report shows that corruption remains a serious challenge in Albania and a key obstacle to EU integration. 59% of citizens report having paid a bribe<\/strong>, while 54% say they were asked for one<\/strong>, indicating continued high exposure to administrative corruption.<\/p>\n

At the same time, public attitudes are slowly improving. 69% of respondents consider bribery unacceptable<\/strong>, and trust in anti-corruption efforts has increased, particularly due to the work of SPAK in prosecuting high-level corruption cases. Perceptions of corruption have shifted, with tax officials and university lecturers now seen as the most affected groups.<\/p>\n

Despite these developments, 77% of citizens remain pessimistic about the future<\/strong>, believing corruption levels will not change. The report highlights the need for stronger institutional action, greater civil society engagement, and continued reforms to achieve sustainable progress in the fight against corruption.<\/p>\n
