{"id":76192,"date":"2025-07-14T16:37:23","date_gmt":"2025-07-14T16:37:23","guid":{"rendered":"https:\/\/acer.org.al\/?p=76192"},"modified":"2025-08-27T11:46:05","modified_gmt":"2025-08-27T11:46:05","slug":"civil-society-joins-forces-against-informal-payments-in-healthcare","status":"publish","type":"post","link":"https:\/\/acer.org.al\/sq\/civil-society-joins-forces-against-informal-payments-in-healthcare\/","title":{"rendered":"Civil Society Joins Forces Against Informal Payments in Healthcare"},"content":{"rendered":"<p data-start=\"174\" data-end=\"532\">\u00a0<strong data-start=\"209\" data-end=\"230\">Together for Life<\/strong> held a roundtable discussion entitled <em data-start=\"269\" data-end=\"363\">\u201cThe Prevalence of Informal Payments in Public Health Centers of the Municipality of Tirana\u201d<\/em>, a consultative forum aimed at addressing this harmful practice, which undermines the delivery of quality, timely, and equitable healthcare services for all citizens.<\/p>\n<p data-start=\"534\" data-end=\"794\">The discussions focused on the need for structured institutional interventions, the strengthening of oversight and accountability mechanisms, and the promotion of a culture of integrity and transparency in the provision of healthcare by medical personnel.<\/p>\n<ul>\n<li data-start=\"796\" data-end=\"1021\">\u00a0According to data collected from a survey of 400 citizens:<br data-start=\"857\" data-end=\"860\" \/>\u00a055% reported having never made informal payments,<br data-start=\"911\" data-end=\"914\" \/>\u00a041% admitted to having done so at least once,<br data-start=\"962\" data-end=\"965\" \/>while 4% reported always engaging in such practices.<\/li>\n<\/ul>\n<p data-start=\"1023\" data-end=\"1391\">Participants shared their experiences in accessing services in public health centers. The debates emphasized the importance of inter-institutional coordination, awareness-raising campaigns targeting both citizens and healthcare professionals, and the review and updating of internal regulations and institutional transparency programs within public institutions.<\/p>\n<p data-start=\"1393\" data-end=\"1868\">\u00a0The event also featured the active participation of <strong data-start=\"1448\" data-end=\"1537\">Mr. Zef Pre\u00e7i, Executive Director of the Albanian Center for Economic Research (ACER)<\/strong>, who contributed to the discussions in his capacity as a partner of the <strong data-start=\"1610\" data-end=\"1627\">SELDI Network<\/strong>. Mr. Pre\u00e7i highlighted the role of civil society coalitions in combating informal payments and advancing integrity in the health sector, underlining the value of regional cooperation and evidence-based advocacy in driving systemic change.<\/p>\n<p data-start=\"1870\" data-end=\"2257\">This roundtable was organized in the framework of the project <em data-start=\"1932\" data-end=\"2008\">\u201cOut of Sight: Informal Payments in Accessing Medical Services in Albania\u201d<\/em>, supported by the <strong data-start=\"2027\" data-end=\"2045\">European Union<\/strong>, through a sub-grant awarded by <strong data-start=\"2078\" data-end=\"2087\">SELDI<\/strong>.
