{"id":75906,"date":"2025-02-21T15:26:51","date_gmt":"2025-02-21T15:26:51","guid":{"rendered":"https:\/\/acer.org.al\/?p=75906"},"modified":"2025-02-21T15:26:51","modified_gmt":"2025-02-21T15:26:51","slug":"participation-on-roundtable-discussion-on-the-integrity-of-the-2025-elections","status":"publish","type":"post","link":"https:\/\/acer.org.al\/sq\/participation-on-roundtable-discussion-on-the-integrity-of-the-2025-elections\/","title":{"rendered":"Participation on Roundtable Discussion on the Integrity of the 2025 Elections"},"content":{"rendered":"<p data-start=\"68\" data-end=\"419\">The Institute of Political Studies (ISP), the Westminster Foundation for Democracy (WFD), Civic Resistance (QQ), and the Albanian Helsinki Committee (KShH) have been monitoring and analyzing key electoral issues, providing findings and assessments on campaign financing, electoral integrity, election-related crimes, and the role of state resources.<\/p>\n<p data-start=\"714\" data-end=\"932\">As part of this effort, ISP, WFD, QQ, and KShH hosted a roundtable discussion on:<br data-start=\"795\" data-end=\"798\" \/><strong data-start=\"798\" data-end=\"930\">&#8220;Elections 2025: Standards and Integrity Challenges \u2013 Electoral Crimes, Financial Transparency, and the Use of State Resources.&#8221;<\/strong><\/p>\n<p data-start=\"934\" data-end=\"1135\">The event brought together ambassadors, experts, representatives of civil society organizations, and state institutions, who shared their concerns and recommendations regarding the electoral process.<\/p>\n<p data-start=\"1137\" data-end=\"1273\">During his remarks, <strong data-start=\"1157\" data-end=\"1170\">Zef Pre\u00e7i<\/strong>, Executive Director of <strong data-start=\"1194\" data-end=\"1202\">ACER<\/strong>, emphasized key issues crucial for ensuring free and fair elections:<\/p>\n<ul data-start=\"1275\" data-end=\"1777\">\n<li data-start=\"1275\" data-end=\"1431\"><strong data-start=\"1277\" data-end=\"1311\">Publication of candidate lists<\/strong> ahead of the elections to prevent the risk of political criminalization and to ensure a transparent and fair process.<\/li>\n<li data-start=\"1432\" data-end=\"1547\"><strong data-start=\"1434\" data-end=\"1495\">Enhancing transparency in the management of public assets<\/strong>, preventing their misuse for electoral advantage.<\/li>\n<li data-start=\"1548\" data-end=\"1653\"><strong data-start=\"1550\" data-end=\"1589\">Preventing the misuse of voter data<\/strong> to uphold equality and transparency in the electoral process.<\/li>\n<li data-start=\"1654\" data-end=\"1777\"><strong data-start=\"1656\" data-end=\"1698\">Prohibiting hate speech and defamation<\/strong> in electoral campaigns, promoting a competition based on ideas and programs.<\/li>\n<\/ul>\n<p data-start=\"1779\" data-end=\"1831\">Regarding <strong data-start=\"1789\" data-end=\"1807\">SPAK&#8217;s funding<\/strong>, he highlighted that:<\/p>\n<ul data-start=\"1832\" data-end=\"2276\">\n<li data-start=\"1832\" data-end=\"1943\"><strong data-start=\"1834\" data-end=\"1865\">The state budget allocation<\/strong> for the institution has increased, which represents a positive development.<\/li>\n<li data-start=\"1944\" data-end=\"2098\"><strong data-start=\"1946\" data-end=\"1972\">Business contributions<\/strong> remain a source of funding, though in recent years, these contributions have been more closely aligned with the government.<\/li>\n<li data-start=\"2099\" data-end=\"2276\"><strong data-start=\"2101\" data-end=\"2120\">Organized crime<\/strong> remains a challenge;
