Vler\u00ebsimi merr parasysh perspektivat e institucioneve t\u00eb p\u00ebrfshira n\u00eb zbatimin e projektit, si dhe ato t\u00eb p\u00ebrfituesve t\u00eb drejtp\u00ebrdrejt\u00eb. Raporti p\u00ebrqendrohet n\u00eb p\u00ebrmir\u00ebsimin e kapaciteteve institucionale n\u00eb nivelet qendrore dhe lokale, forcimin e ofruesve t\u00eb sh\u00ebrbimeve p\u00ebr grupet vulnerab\u00ebl (t\u00eb moshuarit, f\u00ebmij\u00ebt e braktisur, rinia dhe grat\u00eb), dhe vler\u00ebsimin e ndikimit t\u00eb k\u00ebtyre sh\u00ebrbimeve n\u00eb jet\u00ebn e popullsive n\u00eb rrezik.<\/p>\n<p>\u00c7\u00ebshtja kryesore q\u00eb trajtohet \u00ebsht\u00eb n\u00ebse ofruesit e sh\u00ebrbimeve dhe OJF-t\u00eb komunitare i plot\u00ebsojn\u00eb n\u00eb m\u00ebnyr\u00eb efektive nevojat e komuniteteve lokale, nj\u00eb objektiv kryesor i lidhur me decentralizimin dhe p\u00ebrmir\u00ebsimin e aksesit t\u00eb p\u00ebrfituesve n\u00eb sh\u00ebrbimet sociale. Raporti gjithashtu analizon llojet e sh\u00ebrbimeve t\u00eb ofruara, duke v\u00ebn\u00eb n\u00eb dukje nj\u00eb p\u00ebrmir\u00ebsim cil\u00ebsor krahasuar me p\u00ebrshkrimet e m\u00ebparshme. Kjo p\u00ebrfshin nj\u00eb rritje t\u00eb kapaciteteve t\u00eb ofruesve t\u00eb sh\u00ebrbimeve, hyrjen e llojeve t\u00eb reja sh\u00ebrbimesh, zhvillimin profesional, procedura m\u00eb t\u00eb mira kontrolli dhe krijimin e rrjeteve bashk\u00ebpunimi lokale dhe qendrore, t\u00eb gjitha me q\u00ebllim rritjen e efikasitetit t\u00eb sh\u00ebrbimit.
