Drawing on the experiences and recommendations of the OECD, the event also highlighted findings from the preliminary corruption assessment of the draft law.<\/p>\n<p>Fjal\u00ebt Hyr\u00ebse:<br \/>\n<strong>Zef Pre\u00e7i<\/strong>, Executive Director of ACER, \u00a0underlined that human capital is vital for development, but Albania has lost its way in this regard. The importance of human resources should be a priority, in addition to natural ones.<\/p>\n<p><strong>Session Highlights:<\/strong><\/p>\n<ul>\n<li>\n<p style=\"font-weight: 400;\">Foreign Direct Investments and National Security: The Need for a New Equilibrium<\/p>\n<\/li>\n<li>\n<div>\n<p><span lang=\"EN-GB\">OECD Recommendation on Guidelines for Beneficiary Country Investment Policies about National Security. The experience of Western countries.<\/span><\/p>\n<\/div>\n<\/li>\n<li>\n<div><span lang=\"EN-GB\">Corruption Proofing Opinion on the Draft Law &#8220;On the Review of Foreign Direct Investments in the Republic of Albania&#8221;<\/span><\/div>\n<\/li>\n<\/ul>\n<p><span lang=\"EN-GB\"><strong>Jorida Tabaku, Member of Parliament<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\">Informed that the consultation process has begun through individual contacts with chambers of commerce, and their comments have been incorporated into the draft.<br \/>\nExplained that the draft law was placed on the calendar on October 2, but the public consultation was not conducted on time.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>The discussions concluded on the necessity of broad public consultation and improvement of the legal framework to ensure that the draft law is comprehensive and effective. The representatives agreed that the main priorities should be to build institutional capacities and ensure a balance between national security and Albania&#8217;s economic attractiveness for
