Elitat kleptokratike vendore jan\u00eb aktivisht duke k\u00ebrkuar t\u00eb ndalojn\u00eb reformat e k\u00ebrkuara nga BE-ja duke krijuar aleanca me Pekinin dhe Mosk\u00ebn. Si rezultat, progresi n\u00eb uljen e korrupsionit n\u00eb sh\u00ebrbimet publike ka qen\u00eb i paq\u00ebndruesh\u00ebm, me nivele t\u00eb p\u00ebrfshirjes n\u00eb ryshfet t\u00eb vogla q\u00eb variojn\u00eb nga 10% n\u00eb Malin e Zi deri n\u00eb 40% n\u00eb Shqip\u00ebri. Nj\u00eb shqet\u00ebsim m\u00eb urgjent \u00ebsht\u00eb korrupsioni politik n\u00eb nivele t\u00eb konsiderueshme, i cili vazhdon t\u00eb mb\u00ebshtes\u00eb rrjetet e ngulitura t\u00eb kapjes s\u00eb shtetit.<\/p>\n<p>Nd\u00ebrsa aktivizmi rregullator vazhdon, ekziston rreziku i miratimit t\u00eb legjislacionit t\u00eb gabuar, p\u00ebrfshir\u00eb n\u00ebn procedurat me flamurin e BE-s\u00eb. Strategjit\u00eb kund\u00ebr korrupsionit jan\u00eb ose jo efektive, ose p\u00ebrb\u00ebjn\u00eb lista p\u00ebr t\u00eb sh\u00ebnuar kutit\u00eb pa indikator\u00eb ndikimi. P\u00ebr m\u00eb tep\u00ebr, kthimi nga investimet n\u00eb ndihm\u00ebn e BE-s\u00eb ka qen\u00eb m\u00eb i ul\u00ebt se sa pritej, pasi nj\u00eb qasje tep\u00ebr teknike ka d\u00ebshtuar t\u00eb nxis\u00eb transformimin politik.
