Ky raport analizon rreziqet q\u00eb lidhen me keqp\u00ebrdorimin e transferimeve fiskale nga qeveria qendrore te qeverit\u00eb lokale n\u00eb n\u00ebnt\u00eb vende t\u00eb Evrop\u00ebs Juglindore (EJL) (Bullgari, Kroaci, Hungari, Rumani, Shqip\u00ebri, Bosnj\u00eb dhe Hercegovin\u00eb, Maqedoni e Veriut, Mal i Zi dhe Serbi). K\u00ebto transferime zakonisht p\u00ebrdoren si nj\u00eb mjet i politikave t\u00eb barazimit, q\u00eb synojn\u00eb t\u00eb kompensojn\u00eb pabarazit\u00eb n\u00eb zhvillimin ekonomik t\u00eb nj\u00ebsive territoriale. Megjithat\u00eb, kur sundimi i ligjit komprometohet, transferimet nd\u00ebrqeveritare b\u00ebhen t\u00eb ndjeshme ndaj rreziqeve t\u00eb korrupsionit, t\u00eb cilat minojn\u00eb efektivitetin e tyre dhe \u00e7ojn\u00eb n\u00eb shp\u00ebrdorimin ose devijimin e fondeve. Shtremb\u00ebrimet e krijuara nga transferimet klienteliste rrezikojn\u00eb t\u00eb p\u00ebrkeq\u00ebsohen m\u00eb tej nga manipulimet n\u00eb prokurimet e qeverisjes lokale.<\/p>\n
