While PPPs are promoted as a way to finance infrastructure without immediately increasing public debt, in practice they involve complex, long-term financial obligations. The article highlights that many PPP liabilities are not fully reflected in public accounts, which reduces fiscal transparency and makes it difficult to assess the real burden on public finances.<\/p>\n<p data-start=\"566\" data-end=\"1163\" data-is-last-node=\"\" data-is-only-node=\"\">Based on available data, Albania has one of the highest levels of PPP commitments relative to GDP in the Western Balkans, creating significant fiscal risks.
