The project entitled: “Mapping of Patronage Networks for Improving Transparency and Governance of Public Sector of Albania” (SAL60022GR0057) is supported by Democracy Commission Small Grants Program of US Embassy in Tirana.

The disclosure and mapping of informal networks and influence points is possible though increasing access to information on the management and work of (SOEs), increasing citizen access to relevant information through user-friendly interactive databases and maps; initiating discussion and increasing pressure towards improvement of the legal framework regulating appointments and employment in the public sector, etc. As a result, will be the increase of public pressure and raising awareness of power distribution.

The overall goal of the Mapping of Patronage Networks for Improving Transparency and Governance of Public Sector of Albania project is to identify and map informal networks and to create a strong basis for advocating improving transparency of state owned enterprises (SOEs).

The increase of transparency of management, especially about the procedures followed in establishing supervisory boards, CEOs, and high level of management structures on SOEs, remain a critical point for improving quality of life of Albanian citizens.

Being based on existing sources of information this project aims to identify and suggest ways to increase access to information on the management and operation of SOEs; mapping external influences on the management, employment and distribution of funds, increasing citizens’ access to relevant information, generating debate and increasing pressure to improve the legal framework governing public sector appointments and employment, and increasing public pressure and raising awareness of power distribution.

The project lasts 1 year (September 2022-August 2023)
